What is the reasoning of delaying a good passive skill (Survival Training)5 lvls for yet another attack spell (Slow Shot)

The page is locked, I can't do the modification.

At lvl 35, Rise Focus 2 lvl 1 is 110 sp only, not 950.
950 was the cumulative SP to max the skill when it first appear on LC

To learn Poison Arrow, you need 52 Dexterity
At lvl 44 you have not the requirements needed to learn this skill (only 41 points on Dex)
You'll reach 52 Dex at lvl 47...
