Gang Outfits are armor covers. They may be worn on their own, however they will have no stats. To give them stats, you must "meld" them to your armor using either a Book of Melding or a Bonus Book of Melding. A Book of Melding will simply meld the cover to your armor piece; a Bonus Book of Melding will meld the cover to your armor piece and add a randomized bonus of +1, +2, or +3 that will last until the cover wears off. Each armor piece must be melded to its respective cover separately. These covers will last 30 days.
