Intelligence of Healer skill.

I have a question on the level 2 increase for intelligence. Would this 20 points be 20 points on top of level 1's increase, or is it a doubling of level 1's 10 points?

It is a doubling of level 1. Both levels together gives 20 intelligence. Do you find this valuable?
